Welcome to Personnel Security Consultants, Inc. (PSC), where our commitment to comprehensive training spans decades. With a foundation laid in the U.S. Department of Energy’s Safeguards and Security Central Training Academy, Michele Justice, President, PSC and certified Instructor, oversaw all of the Academy’s personnel security courses. Transitioning to the Bureau of Indian Affairs in 1998, she played a pivotal role in developing their training program for the implementation of the Indian Child Protection and Family Violence Prevention Act.
In 2004, fueled by a passion for empowering communities, PSC was founded. Over the years, our training courses, both online and in-person, have reached over 7500 individuals in Indian Country alone. She also teaches for the Graduate School USA specializing in training for Federal employees.

We are pleased to announce our partnership with NNAHRA, which began in 2024. As a result of this partnership, certification training attendees will now have the opportunity to be recognized as a Tribal Adjudicator Professional (TAP), and their training completion will count towards credits for Tribal Human Resources Profession (THRP) and the Society for HR Management (SHRM).
The certification training will be conducting in two parts:
Part 1 – All training attendees will be required to complete an on-line prerequisite, the Employee Investigation Program Overview, prior to attending the in-person training.
Part 2 – Conducting Compliant Background Investigations and the Adjudication Certification will be completed in-person over a 2.5 day period.

Participants will gain insights into utilizing available search engines, conducting character references and interviews, implementing best practices for inquiries and verifications, undertaking personal subject interviews, and mastering the art of report writing.
What sets our training apart is its alignment with the highest standards outlined in the Indian Child Protection and Family Violence Prevention Act (Public Law 101-630), Indian Country Law Enforcement Regulations (25 CFR 12), and the Tribal Law and Order Act.
We don’t just cover theoretical aspects – our course is designed to immerse attendees in both instructor-led lessons and practical exercises. These exercises simulate realistic investigative scenarios, providing hands-on experience and enhancing the application of learned skills.
