Personnel Security Consultants, Inc. – where our commitment revolves around safeguarding our families and communities was founded by President Michele Justice, boasting over 30 years of expertise in employee background screening and training development.  Personnel Security Consultants, Inc. stands as a national authority in personnel security. Our reach extends across federal and private sectors, with a distinctive focus on serving Tribes and Tribal Organizations.

Since our establishment in 2004, PSC has forged enduring connections with Native American Tribal communities. Michele Justice is an enrolled member of the Navajo Nation.  As a 100% Native American woman-owned, certified small-disadvantaged business, Personnel Security Consultants, Inc. has successfully graduated from the U.S. Small Business Administration 8(a) certification program and the e-200 Emerging Leaders Program. Our focus centers on delivering top-notch investigative and training services, guided by the cultural principles of honesty, hard work, and humility.

How It Started

OUR HISTORY

Personnel Security Consultants, Inc. started as a simple thought to provide training to Tribes and Tribal organizations who were required to establish background checks for employees and others who had regular contact or control over Indian children.  The thought turned into a discussion and that discussion turned into action. 

Our first client was the Hopi Tribe who asked if Michele Justice could travel to their community to provide a training presentation for a conference they were hosting.  Then one Tribe after another asked for training.  Our training programs were developed based on the need of the communities we wanted most to help. 

As our training programs grew, more asks from our Tribal communities turned into the services we offer to:  Full background investigation packages, Fingerprinting services, Adjudication services, and On-line background screening.

After seventeen years of Federal service as a security specialist and coordinator for suspected child abuse reports, Michele decided it was time to take what she had learned in ceremonial teachings, life experiences, and employment to help protect children by starting a business: Personnel Security Consultants, Inc. A commitment to protect our collective families and communities was the focus from the start and continues today.

PSC President Michele Justice, an enrolled member of the Navajo Nation and of Hispanic descent, is a licensed Private Investigator and is recognized as a national expert in personnel security. She has over 30 years of experience in training development, employee background investigations, and adjudications. Years of continually working with and traveling to Tribal communities ensures Personnel Security Consultants is always well-informed and ready to provide the true needs for the clients and communities being served.

Company Achievements:

PSC has received a number of awards and honors, including the New Mexico SBA Small Business Person of the Year, the Governor’s Award for Outstanding New Mexico Women, the American Indian Business of the Year Award, the U.S. Chamber of Commerce Top 100 Businesses Blue Ribbon Award. Michele Justice was selected as a TEDx Presenter for the State of New Mexico. Her talk highlighted her unique approach to business.

Partnerships

Tribal Adjudicator Professional – PSC is partnered with the Native Nations and Human Resources Association (NNAHRA) to deliver Tribal Adjudicator’s Professional Certification Training.  The training is offered in-person and is two and one-half days in duration.  The Lead Instructor is Michele Justice, President, PSC with Richard McGee, McGee Law Office, who provides a legal review as part of the training.  This strategic partnership aims to elevate the standards of Tribal adjudication by providing a comprehensive certification program tailored to the unique needs of our communities.

FBI Approved Channeling Team – Since 2016, Personnel Security Consultants, Inc. has been a proud member of the FBI Approved Channeling Team, along with TRP Associates, LLC, and G2 Solutions. Collectively, we offer a comprehensive range of fingerprint services, including electronic fingerprint submissions via LiveScan CLEW software.  To enhance the efficiency of our services, we implemented a streamlined approach for Tribal Clients utilizing LiveScan Workstations. As of July 2023, G2 Solutions, responsible for LiveScan Software Licensing and Support, will handle the invoicing for the annual license renewal. Please note that this applies exclusively to the LiveScan annual license, and PSC will continue to handle all other invoicing for fingerprint services.

Our Full Background Investigation packages are meticulously designed to fulfill the unique requirements of our tribal clients, aligning seamlessly with the mandates outlined in the Indian Child Protection and Family Violence Prevention Act and the Indian Country Law Enforcement regulations. Recognizing the significance of these regulations in safeguarding tribal communities, our packages are tailored to address the specific needs and nuances inherent in Native American contexts. Our Full Background Investigation packages not only adhere to legal requirements but go beyond, integrating cultural considerations and tribal-specific nuances into the investigative process. Our Fingerprinting services stand as a crucial component of our commitment to meeting the distinct needs of our tribal clients. In collaboration with an FBI Channeler, TRP Associates, and holding the designation of an FBI approved adjudicator, we offer a seamless and reliable fingerprinting process tailored to the specific requirements of Native American communities.

We understand the significance of accurate and expedited fingerprinting in various tribal contexts, from employment suitability decisions to regulatory compliance. Partnering with an FBI Channeler enables us to streamline the submission process, ensuring quick and efficient results. PSC continuously supports our local communities through active participation in the American Chamber of Commerce.  PSC President, Michele Justice, has been a long standing members and has sat on the board since 2020.  Along with supporting other community events, the PSC Team volunteers annually at the Albuquerque Indian Center during Thanksgiving and holiday season.
