At Personnel Security Consultants, Inc. (PSC), we believe that education is a powerful tool for protecting our communities. What began as a heartfelt request from the Hopi Tribe has grown into a nationwide commitment—delivering expert, culturally grounded training to Tribal Nations across Indian Country.
Since 2004, PSC has trained over 7,500 professionals, equipping Tribal employers, human resource professionals, background investigators, and adjudicators with the skills and tools necessary to safeguard children and families.

About Our Founder
Michele Justice — Gentle Warrior, National Trainer, Community Voice
At the heart of PSC Training is Michele Justice — a change maker, entrepreneur, and gentle warrior for community.
As an enrolled member of the Navajo Nation and lifelong advocate for Tribal sovereignty, Michele has spent her career protecting and educating communities through the lens of Indian Child Protection regulations and personnel security. Her work is driven by a simple belief passed down from her elders:
“If you know something that can help your community, you should have the courage to teach it.”
That belief launched PSC Training.
For over two decades, Michele has created practical, culturally grounded training for Tribes and Tribal organizations nationwide. Her sessions are known for transforming complex federal regulations into real-life tools that empower tribal professionals to build safer, stronger communities — especially for children.
Michele’s unique blend of technical expertise and cultural fluency comes from experience few can match:
- Working in the training field since 1994
- Working in personnel security since 1998
- Serving as a SCAN Coordinator and Security Specialist with the BIA
- Creating PSC’s respected curriculum on background checks, adjudication, and compliance
What truly sets Michele apart is how she teaches: she doesn’t lecture — she tells stories. Her signature style draws on personal experience, humor, and clarity to make even the most complex subjects relatable and unforgettable.
